well buddy to make free website u could use circlepad.com its completely free u can use it for an art like me but if u want it proffesional looking then u will pay
and to earn extra money why not do some artwork, im talking about quality fantastic art work and put a good decent price on them that way u could earn some money i have lots of clients asking me to draw or paint or sculpture n i get paid :) u should try it
